TS3USB221: Vcc=0 or not ready

Hi,

I am thinking about TS3USB221 default status when Vcc=0 or Vcc just power up.

According to functional block diagram, it seem TS3USB221 all pins are release (open) by default.

But from the truth table, TS3USB221 will be disconnected only when OE pin is high.

So, I would like to know what kinds of status will happened when Vcc=0V or Vcc haven't ready yet?

And could you please illustrate the internal circuit for me?
