TXB0108 transition voltage problem between 5V and 3.3V

Hi.

In my Project at one side i have a Arduino Atmega2560 microcontroller which is working at 5V and at the other side i have a ADS1299, which digtal pins in that IC works at 3.3V so i tried TXB0108 but the problem before soldering the ADS1299 is that when as a test i give 5V pulses  from ATmega2560 to TXB0108,at the low side of TXB0108 i get a noisy signal which is between 1.8 and 3.3 V and it is not a clear pulse.i connected the low side (3.3V) to ground through a resistor as a load and the results were the same. i connected the OE pin to 3.3V directly and i did this in my previous project and everything were fine there so i dont think that is the problem. i attached my schematic and waveforms from oscilloscope.i apperciate any help.
