Would you mind if we ask SN74ALVC164245>

<Question1>
Does SN74ALVC164245 require to be VCCA <= VCCB always?
Because, our customer would like to use the condition with VCCA=3.3V and VCCB=0V. 
(In order to reduce the power consumption at VCCB side.)

<Question2>
Is there any power supply sequence like as follows?
-Firstly : VCCA
-Secondly : VCCB

Is our recognition correct?
