Hi,
Is there a rule that VCC1 voltage level must be higher than VCC2 voltage level? I didn't see such rule from the datasheet, but not sure if it's ok that VCC2(5V) is higher than VCC1(3.3V). Please help to double confirm this.

Yes, As Clemens mentioned VCC1 < VCC2 is allowed,
The supplies VCC1 and VCC2 are independent. You may choose any value of VCC1 and VCC2 from recommended operating range.
