Do the ICC1 and ICC2 values in the datasheet represent per-channel values or total current for the device? For example, if VCC1 is 5V, all inputs are high, is ICC1 = 1.5mA, or 3x1.5mA = 4.5mA?

The Icc1 and Icc2 values in the datasheet represent the total current ( accounts for all channels) for the device under the test conditions specified.
