problem with D Flip flop

Hi , i m getting a 2 V pulse in the CLR pin of the 54act74(LCC package) D dflip flop, D and PRE pin is tied to VCC and clock is connectyed to a 10kHz pulse, the CLR pin is open. the frequency of pulse at the CLR pin is same as the clock frequency. the same circuit i tested with a 74 act 74 (dip14) the CLR pin voltage was ZERO. is thee any problem with this IC please help me?????????/

    Its likely that the CLR pin is getting pulled up in some way by other circuitry in the system. Whenever there are inputs to a Logic device, it should always be in a defined state and not left floating. Please connect the CLR pin to a pull up or pull down to ensure its input state.
