CD74ACT74 D Flip-Flop outputs both high after power-up

I'm using the CD74ACT74 in a design and am seeing Q and Q-bar are both high after power-up. I was under the impression that with PRE-bar and CLR-bar high that the outputs would be unknown and not both high but it looks like that is only valid after the next clock edge. Is this correct?

My problem is that the design uses feedback to generate the clock, but I can't generate the signal for feedback with Q and Q-bar both high. I'm thinking about putting a light pullup resistor on the clock or have the CLR come up after the PRE.
