Our customer would like to translate from 1.2V to3.3V.
In this case, Vref_A = 1.2V and Vref_B = 3.3V are required.
In addition, should the Bn ports be pulled up ? In what kind of situation is the pull up resister needed ?

the pullup resistors are only not needed when you are translating down to Vref A single direction. Even then they are sometimes used to control noise. All other case will require a pull resistor.
In the case above you can translate down to 1.2V without a pullup resistor but when you translate up to 3.3V you will need a resistor.
