Could you please let me ask the following question?

Is Icc 3uA(max) if they use SN74CBT3253PW at the following condition?
<Condition>
Vcc=5.0V
1/OE,2 /OE , S0, S2=GND
------------------------------
[Q2]
Please let me ask the test conditions of ⊿Icc.
I believe that ⊿Icc is 0mA if all control pin(1/OE , 2/OE , S0 , S1) are GND.
Is my understanding correct?
