Teradyne "Delta Scan Error"

Hello,

When using "The Spectrum" Teradyne tester, we are experiencing a "Delta Scan Error" on pin 1 of the CD74HC123E.  Has anybody experienced this before and would be able to explain how this error is triggered, and why it may have been triggered with the TI part?  All advice welcome.  Thank you.
