Yes, the SN7496 is still available through Rochester Electronics.
If you are going to redesign this product and wish to migrate to SMD, you could certainly use an eight-bit register, with some additional circuitry to CLR the register after 5 bits have been received. I'm guessing the rest of the design is also DIP packaged, perhaps some other obsolete devices, and you would want to migrate all of the design to SMD, is that a possibility? If so, let us know how we can assist with device selection, perhaps send a block diagram and/or schematic.

Do you need parallel load, parallel out shift registers, or just a serial in, parallel out shift register would work?

If you are really trying to downsize on packaging, we also offer the SN74HC595B which comes in an extremely small package 2.5mm x 2.5mm.
