Those figures are for all 8 channels of the transceiver functioning at the given frequency.

In addition to the figures, there is a spec in the Electrical Characteristics table labelled as "I_CCD" which lets you calculate maximum power consumption based on number of channels and frequency of operation.

I_CCD * Freq * inputs = active power consumption

In the worst case, the device will require 76mA (I_CCD * #Channels * Freq), however the test data shown in Figure 8 suggests that it will be less than 30mA for A to B operation at 100MHz (typical, at 25C).

Page 21 of the datasheet has a table describing the supported data rates for VME64x. The top value I see is 20 MHz backplane and 40MHz clock. This device can support up to 120MHz signals in general.

This device was tested at 50 pF load - as shown in figure 1, page 13 of the datasheet. This is typically considered a 'heavy' load for a CMOS device. Most applications only see ~5pF to 15pF.
