It looks like this device uses a 2 digit date code: 03 -- 0 is the year, and 3 is the week code (week 18 to 23)

Unfortunately, with a single digit year code, it's a bit hard to determine the actual year of manufacture -- could be 2010 or 2000.

I can double check when I get to work on Monday -- can't access all the systems from my personal computer.

What I said is correct - this device uses a 2 digit date code, the first digit is the year and the second is the encoded week/month.
