CD4017B: Supply voltage

Dear Sir/Madam,

I just look into CD4017B datasheet, supply voltage range should be 3-18V, but datasheet provide 5V, 10V and 15V data only.

Can i implement it on 3.3V circuit? and 3.3V as logic high level?
