What is the output state of SN74AC08 during powered-off?

Is this open or pulled-down?

    The SN74AC08 is a standard CMOS device, and it requires power to drive the output high or low.

    If the supply is 0V, the output will not drive high or low, however there are diodes from GND to the output and from the output to Vcc that will affect any signal placed on the output. Also, any signal on the output can back-power the device through the positive diode.
