And open-drain output is too weak to drive a TXB input high. (And if you make the pull-up resistor strong enough, the TXB output is too weak to override it.)

For open-drain signals, you would usually use the TXS0104E. For unidirectional signals, you would use a unidirectional or direction-controlled translator.

You need to pull down OE only if you need to ensure that the I/Os are high impedance during power-up/-down. If you do not care, you can connect OE directly to V_CC.

What are the voltage nodes? As Clemens rightly suggested, consider using the TXS with built in internal pullup resistors for open drain signals to save on board space and cost.

Yes, LSF0204 supports both the open drain and push pull signals. The A and B IO pins is not referenced to Vrefa and VrefB respectively ; hence you can have B side to 3.3V and A side to 5V if needed.
