I would like to know if the TXS0104E device supports Vcc isolation feature (Ioff)? What would be the status of the I/O ports when VccA=0 and VccB=3.3V? Thank you.

This part does not have the Ioff. You can verify this by looking into the Electrical Characteristics table and you should see a spec labeled Ioff if the device has that feature. There's no guarantee what the status of the I/O are for devices without that feature when the supply is at 0 V.

Isn't reliable that when either supply is at 0V, all I/O will be high impedance?

It's likely that the I/Os do go into a high-impedance state when one of the supplies is at 0 V, but since there is no Ioff spec (this isn't tested) this can not be guaranteed.
