I have a custom designed and built board with the CC430F5137 chip. I also have the development kit from T.I. that is built around the same chip. I am able to program the development kit board with the Peer to Peer application that came with SimpliciTI, but when I try to download the same app to the custom built board, I get the message "MSP430: Error connecting to the target: Unknown device". Does this mean that the board is defective? or am I overlooking something?

The MSP430 family which the CC430 is a member are very tough little devices. The most common error are the supply voltage, lack of pull up resistor on RESET line and if you are using 2 wire mode you also need a 2.2nF decoupling capacitor on the RESET line.
If possible try to post a cutout of your schematic and I will review it for you.

Thanks TA for answering. I am not the one who designed or built the board. It is given to me to program. It is powered with 3V and I made sure that it is powered properly. I see 2.9V at various points on the board.
