To save the RAM space and get the constants into ROM memory, you must choose the option "ROM mapped as data". But this requires significant setup in your linker file, so you must use the linker file from the Z-Stack sample apps as your template:
There are comments in there about setting up for the constants to be rom mapped as data. The other crucial step is at runtime, as you will see in hal_startup.c:
