Are there any restrictions to the market in general to buy CC2541 ICs? Or is it only available through third-party modules (i.e. Panasonic, Murata, LSR, etc)?
Anybody can buy CC2541 (subject to things like export control, of course), you don't have to buy modules if you don't want to. That said, the total cost is probably lower by going with a module unless you are going decent volumes, as if you make your own board, you need to do Bluetooth certification, FCC regulatory certification etc.
