Can iphone4s act as a slave role with cc2540 work as a master role?
I want a product can connect with more than one device,but cc2540 can only connect to one device when in slave role.

No, and it is expected that virtually all hub-type devices (TVs, computers, tablets, phones etc.) will be master-only. The technical reason for these is that they need to be masters to control the BLE timing in order to both implement dual-mode (BLE is moved around so that it doesn't collide with BR/EDR transmissions) and coexistence with WiFi etc.
One way to get around these topology issues is to use broadcast/scanning to communicate with other devices even though the device is set as slave.
