Recognizing and joining a network with pre-distributed security keys.

The process of joining a network that uses pre-distributed security keys is the same as joining a network that distributes keys in the clear, except that the keys that is passed to the device upon joining will be all 00's.

Aside from that the process is the same. Please note that if the joining device does not have a valid key - there is no way to prevent the device from joining and consuming part of the address space.
