Concerto and Spectrum Digital XDS510 USB Emulator Problem

Since the problems described in that previous thread I have installed CCS v5 on a brand new computer.  I copied over my source code, but started with a new project and target configuration.  I'm still having trouble debugging with the XDS510.

I don't seem to be having the problem where the processor suddenly starts running continuously when I try to step, but I'm still unable to step into functions.  Specifically, I'm running the C28 core and I'm completely unable to step into any functions or stop at any breakpoints.  The highlighted line of code simply moves down each time I press the "step into" button.  At the moment, this is not happening in the M3 project.  I can step into functions properly.

Any advice?  This is extremely frustrating.  I've already ordered an XDS100v2.  I have to find something that works.
