Standard CAN protocol (SCC) not receiving

I am using 28335 processor and I cannot seem to get SCC to work. 

I set SCB to 0 using a shadow register and EALLOW.  Then I use PCAN to broadcast a message in standard frame.  When I do this, the  RMP bit is never set.  The mystery is that if I transmit extended frame, the RMP bit does get set.

Can someone please help?  I have been messing with this for two days.
