PLC transmission over 3-phase AC home powerline?

Hi. I am designing a powerline system for home automation purposes. I am in the Cenelec B band (~100kHz). The question is whether I can have powerline communication accross a three-phase electrical network, ie if the device A connected to phase 1 can 'speak' via PLC with the device B connected to phase 2, without any coupling at the main panel (I want a plug & play system).
