In F28027 , how boot from SCI port, and what configurate it? can you give the steps?
Please refer to the device TRM boot ROM chapter or the boot ROM guide for your device. All the details should be in there. Basically you set the boot mode pins to choose a boot mode and use hex2000 utility to generate a HEX file from the COFF file.

You can use the hex2000 utility.
you can run hex2000 utility (available in CCS tools folder in your CCS installation directories) on a command line or put the command needed as the post build script in CCS in your project properties so whenever a COFF is built a hex file is automatically generated.
