development_kits ILPFC_v1.0 JTAG problem

Hello , I make sure the ControlCard SW is placed in right place (JTAG mode) and boot from get mode.

but when I use the test connection 

the JTAG doesn't work

there is the following 

I use the XDSv100v1 and the result is
