It dosent shows pin X1 and X2 to connect external crystal oscillator
is it not possible for it

Q1) The F2802x device needs a 3.3V power rail. A second voltage (1.8V) is needed by the device. This 1.8V can [1] be generated via an LDO inside the F2802x device or [2] it can be given externally. The second row is Gautam's table is the specification for the 1.8V rail if it is provided externally.
