Can we configure eCAP pheripheral in F28027 launchpad simultaneously for both mode Capture & PWM generation?

Nope, one at a time ie either of the one at one instance.

Can the function of a pin be redefined depending on the need? For instance, can I declare GPIO 19 on F28027 to be an eCAP but later on change it to be used with the SPI ?
