F28379D XDS100V2 USB debugger connection Problem

I recently followed the F28379D controlCard reference design to redesign a F28379DPTPT(176 pin) dev-platform and then I encountered the XDS100V2 debugger connection problems. See following error message.

"Error connecting to the target:
(Error -2131 @ 0x0)
Unable to access device register. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK).
(Emulation package 6.0.83.1)"

My debugger is a TMDSEMU100V2U-14T, from spectrum digital. Meanwhile I also tried to use the F28377S LaunchPad on-board Jtag debugger( with fly wires) and received same error message. I have also tried to change the JTAG clock setting and result is the same.

My design is an exact replica of the reference design except with different package. Has anyone encountered the similar issue?

       It is hard to debug this without access to the schematics. If all the supply pins are correctly excited, -XRS is correctly driven and the JTAG connections are good, there is no reason why the debugger won't communicate. I presume this is a brand new device with erased flash. Have you tried a boot-mode that doesn't let the device "execute" unprogrammed flash? Try a mode like SCI. If you could, post your schematics.

    Sorry, I can't provide the schematic for the design since it contains NDA designs. However, the basic design was followed by the reference and I have double checked it. BTW, I did try to hook up the JTAG connector to logic analyser and confirmed the connections.

    I will try the other solutions you provided and thanks for the advice.
