I found a WIZnet WIZ550io library for Arduino but I haven't been able to find a library for the TMS320F28377S.

I started porting the WizNet ioLibrary but it will be a while before I get it done. Dealing with the byte access is painful.

Please let me know when you are done, I would like to use it.
I just recently learned that uint8_t is not a supported type which seems really strange and it's going to making porting code more difficult.

You have to use the __byte intrinsic instruction to access individual bytes in an int array, and yes it makes porting quite difficult. You can't map the WizNet structures over a byte array as they do in their driver code. It's basically a rewrite.
