Specifically: GPIO1, GPIO15, and GPIO23.

Yes, all the GPIO pins can be use as external interrupt source.

Now, I am being specific to my application.
I assume following will work
The GPIO15 is connected to an external temperature sensor. When temperature is higher than a certain degree, the sensor will send a pulse to GPIO15; this event will interrupt the F280049. And the F280049 will enter the interrupt service routine to serve this event.
Is my assumption about the GPIO15 correct?

Yes, your understanding is correct but you need map GPIO15 to one of external interrupt (XINTx and enable it in corresponding XINTxCR register) via INPUT_XBAR.
