Question:
I am having an issue where the emulator would never connect to the target because the voltage requirement for VDD3FL was not being met.
After resolving this issue I have successfully connected and programmed the device without writing to the password locations and now cannot re-connect let alone re-program the device.
The only way that I am able to re-program is if I manually presses the switch seen connected to the XRS pin to hold the device in reset, driving this line low.
Answer:
Sounds like you have a device with ECSL (emulation security logic). This logic is disconnecting JTAG when the CPU branches to flash. Please see the documentation regarding the CSM (code security module) and ECSL for a description and suggested solutions:
