I was wondering if the F021 Library source is available. And if not, why?

F021 library source is not released to the public since it is the "golden" library for erasing/programming the Flash. We can help you making the flash operation working in your application with F021 APIs. YOu can start by checking out the bootloader examples.

Can't I work through my local rep, sign an NDA, and get the source?

Is it possible to FUBAR the FLASH so that the part would have to be pulled? If not, then I don't understand why this isn't released for dev/debug purposes.

I am not aware that the F021 library source was ever released to anyone outside TI. If you can share with us what you want to achieve, we are willing to help you achieve the goal with F021 APIs.
