Discrepency and setting RTI Timer Block 0 and Timer 1

I have the following Halcogen configuration:

If I use rtiCOMPARE0, and rtiCOUNTER_BLOCK0, I need to set RTICOMP0 (0x50h) to 25000 to achieve 2.5 ms timer.  Alternatively, if I use rtiCOMPARE2, and rtiCOUNTER_BLOCK1, I need to set RTICOMP2 (0x60h) to 950 to achieve 2.5 ms timer.  Why would there be a discrepancy in the value I use for the compare register for either block?

Looking at the configuration, both counter block 0 and 1 are configured similarly.

Please advise.
