Hello. I'm trying to make a programmer for an MCU TMS570 based on another microcontroller.
The idea is to make a system which can update the firmware in a TMS570. I'm trying to avoid using a bootloader.
What possibilities do I have to make that?

The only supported method for programming a TMS570 device without a boot loader is through JTAG and the F021 Flash API. Take a look at these two items: SPNA230 and F021 Flash API.

Is it possible to program an TMS570 via another microprocessor (e.g Arduino) emulating JTAG?

You can use the DMM to transfer data, but it will not program the flash. Not all TMS570 parts have DMM.
