1)Is it possible to get  MSP430F5242 or MSP430F5222 with ESD above 4KV?

I got the information that it can be achieve by changing a specific register, even it required higher current.

  • If there is no variant listed with ESD protection for this voltage, then you’ll need to apply external ESD protection diodes wherever necessary.
There is no “select ESD toughness” register, and it wouldn’t make any sense. Either a part can withstand an electrostatic discharge on its pins, or not. There is no point in intentionally lowering the protection.

But perhaps you mean something completely different. On 5x family, the output driving strength of the port pins can be changed between standard and high-current mode. The exact values are a curve depending on supply voltage and allowed output voltage drop, but in high current mode, it is three times as much (up to 60mA shortcut current on 3V supply, but beware of the power dissipation). However, high current mode increases the power used for driving the port pins, in addition to the higher output.
