Now, with the low cost of some of our evaluation boards, I would suggest you to just get a board, some samples, and perhaps a code-size-limited free version of IAR/CCS.

You can get a target board, or the launchpad MSP-EXP430G2 (www.ti.com/.../msp-exp430g2) which is very cost-efficient.
