How do you program a micro chip such as the MSP430F5172IDAR?

How do you program a chip such as the MSP430F5172IDAR, when its not on a launchpad development board?

I am working with the MSP430F5529 and trying to get specific control voltages through PWM DAC. 

The clock on the F5529 is noly 25 MHz whereas the F5172 has 256MHz with the timer resolution. It appears that the later would give me more resolution in output voltage which would allow for more precisely controlled voltages (let me know if that is on point, please). 

The problem I have is I am not familiar with programming a microchip that does not fit on a Launchpad.
