Could I use an external non-crystal oscillator to clock one of the MCLK, SMCLK, or ACLK? The oscillator is basically a square wave with 50% duty rate at 13MHz. BTW, this would be for a MSP430F5529.

Yep, the XT2 can take a 0.7-32MHz feed. But, also, the XT1 can take a 10-50kHz feed.
