EVM430-F6736 Power up problems

I have recently purchased an EVM430-F6736 and poured over the documentation to ensure that I've made the correct connections to test and calibrate the device, but I believe the device is not properly powering on. From this forum, I've learned that once powered on, I should see the LCD come on and cycle through measured values. My LCD has never powered on.

I've tried several configurations:

First, JP4 set to VCC_PL and reference generator connected to Line and Neutral. In this configuration, I read 3.2VDC at the DVCC/GND power taps. The red LED1 comes on briefly then turns off  and nothing is displayed on the LCD. Sometimes LED1 will turn on dimly and never turn off.

Second, JP4 set to VCC_EXT and a DC power supply connected at 3.3V. I read the same voltage at the DVCC/GND power taps and LED1/LCD behave the same as listed above.

Third, JP4 is unset and the jumper is moved to the JTAG power JP1-Internal. in this configuration, I can download new code to the device and step through code with the debugger. LED1 and LED2 are fully lit at times.

After ensuring there was code on the microcontroller, I went through the first and second configuration again with no luck. 

Questions:

Is a current connection required to properly power the EVM? I would assume not, since its possible to have a meter with no current flowing (0 Watts power).

Is there any special configuration/macros that need to be set in the provided code so that it works with this module? I don't think this is the case because there are direct instructions on compiling this source in IAR KickStart.

Any insight would be greatly appreciated.
