Is there a socket adapter for reading and writing this chip? How can I read and program the TMS320LF2406APZA?

    There is no commercially available socketed board for this part, that I am aware of. You need CCS3.3 and a JTAG-based debug probe such as XDS510USB to read the device. You can use the same setup to program the device. Or use the 3rd party tools mentioned in the posts you referred.
