I'll try my best to answer your question.
The part number you are referring to is for single samples of the LM3S101 device, not a kit. The device itself does not have USB, but the development board (DK-LM3S101) DOES have an on-board USB device that allows you to use the CodeSourcery tools without an external emulator such as the ULINK.
Mouser currently has 45 of the LM3S101 devices in stock, and will be receiving new shipments of samples frequently. We will be ramping into volume production in late Q2.
