OMAP4460 1.5GHZ ES1.1 can not work on the PandaBoardES B3 Platform

Hi All :

    I bought omap4460BCBS  1.5GHZ ES1.1 GP IC two months ago. 

    Now , I replace XOMAP4460BCBL 1.2GHZ ES1.1 GP IC  with OMAP4460BCBS  1.5GHZ ES1.1 GP IC.

    That is to say that "OMAP4460BCBS  1.5GHZ ES1.1 GP IC"  is welded on the PandaBoardES B3.

    But the new  board can work, CCS5.5 + XDS560v2 can not connect CPU Cortex-A9-0.

    I am sure CCS5.5,XDS560v2 and welding all work OK.

    CCS output ERRORS when I connect the new PandaboardES

    then I weld "XOMAP4460BCBL 1.2GHZ ES1.1 GP IC"  which was took down from TI PandaBoard ES B3 to PandaboardES , All is OK ,CCS5.5+XDS560v2 can connect Pandaboardes again.

     So I think that PandaBoardES just supports "XOMAP4460BCBL 1.2GHZ ES1.1 GP IC"    but "OMAP4460BCBS  1.5GHZ ES1.1 GP IC" can not works on the PandaBoardES.

    Why ? 

    How can I change the Hardware to support "OMAP4460BCBS  1.5GHZ ES1.1 GP IC" on the PandaBoardes B3?

    Maybe TWL6030 ? the CPU Core Power?

    In addition to TI recommend "OMAP4460BCBS  1.5GHZ ES1.1 GP IC"  to us develop new products and "XOMAP4460BCBL 1.2GHZ ES1.1 GP IC" is Experimental
