I notice in the final FAQ mention of limitation of clock to 800Mhz:
Since /proc/cpuinfo doesn't show clock speed I am wondering if this limit is still in effect.
If the limit is in effect, any method to relieve it on the 5432 EVM board until reboot would be greatly appreciated. I am doing some benchmarking and would love to compare 1.5Ghz even if the board holds that speed until hard reset.
I've also dug through the source files in the SDK that might generate the used map5-panda.dtb file, but nothing seems to give away the frequency there.

The current Linux release is limited to 800Mhz.
1.5Ghz release is planned to be available by end of Sep 2013. Android release already supports 1.5Ghz operation.
