On the package drawing/footprint drawing for the LM136-5.0 the drawing is the bottom view but no where on the drawing does it indicate that it is the bottom view.
In addition the pins on the package have a + indicating the pins are going away from you i.e. top view. They should have a . indicating they are coming at you.
