Could you please advise on setting the decimation of the AFE5809 to 64.

The MANUAL_DEC_FACTOR register is only 6 bits giving a range of 0 to 63.

Please see the new AFE5809 Datasheet released in January that I attached. The AFE5809 will now only support up to Dec. Factor of 32. You are looking at an older datasheet, most likely.
