Hi James,
As I clarified before, if this sensitivity issue is caused by the loose contact of the two ITO layers on top and bottom sides, there is nothing that the TSC2006 could do to improve that. Something that can be done by changing the internal parameters is to lower the latency. Basically latency is the delay (usually measured in milliseconds) between the moment a touch is initiated and the moment the effect of that touch becomes detectable.
In addition, if the customer is calculating the pressure value based on the data from the TSC2006 in their WinCE driver to determine whether a valid touch is present on the touch panel, I would suggest they tune this threshold value so that a touch with less pressure could still trigger a valid touch event.
