I think the reason your reset pin keeps pulsating continuously is that your WDI pin is causing a watchdog reset to occur. You have WDI pulled up to VDD which is OK but you have to pulse WDI within the watchdog timeout otherwise the RESET pin will reset.
Can you provide oscilloscope captures of VDD, WDI, and /RESET?

I fed the watchdog with 0.2 sec to 1.4sec. but, still facing same issue.

Looking at your schematic, VDD is 4.2V. The "high" level for WDI is minimum of 0.8*VDD. This means WDI should be more than 3.36V to be considered "high". If you increase the amplitude of the WDI signal, does this fix the issue?
