Hello Fandy,
R7 should 100 ohm, 1% resistor and C3 should be 100nF, 10V, 10% , X7R capacitor. There are no other requirements beyond that.

What's function of R7 and C3 ? filter ? add delay ? and this value could be changeable ? such as 30 ohm and 100nF ,or 300 ohm and 100nF

Hi Fandy,

R7/C3 are there to filter out ripple/noise on the input supply for VIN. Recommended values are 100 ohm and 100nF respectively and these values should be used.
